摘 要:棕地再开发过程涉及众多的利益主体,各主体之间利益诉求的差异将导致出现不同的决策行为,甚至是"囚徒困境"。本文选取政府和开发商作为主要研究对象,以博弈论为基础,首先通过文献分析与政策分析构建可能影响政府与开发商决策的7个关键影响因素及2个水平的决策环境,然后运用联合分析和问卷调查的方法进行决策行为的实证分析。研究得到对政府和开发商达成棕地再开发合作的纳什均衡起重要作用的四个影响因素是政府支持、政绩和品牌价值效用、污染治理责任的划分、项目的增值收益。最后,根据模型结果为我国棕地再开发提出相应的政策建议。Brownfield redevelopment process involves many stakeholders which involves different decision-making behaviors and even the situation of"prisoner's dilemma".Then, based on game theory, we select the government and developers as the main object of study.Decision-making environment is built with seven key factors and two levels which are selected by literature and policy survey.We conduct empirical analysis with conjoint analysis and questionnaire survey.As a result we conclude four factors which play an important role for the government and developers to reach a Nash Equilibrium in the redevelopment of brownfield:the division of polluting responsibility, support from the government, valueadded benefits of the project, achievements and brand value of the utility.After regression analysis of the results we sum up a series of theoretical outcome.Finally, brownfield redevelopment policy recommendations are put up correspondingly.
