基本药物制度实施后基层医疗卫生机构药品价格变动分析——基于中国四省(自治区)的实证研究

摘　　要：采用2010-2011年山东、浙江、安徽、宁夏的药品价格问卷调查资料,基于药品价格变动率和药品价格指数,对基本药物制度实施前后基层医疗卫生机构药品价格变动进行分析。结果显示:88.71%的调查药品价格下降,总体降价幅度为34.38%;基本药物的拉氏价格指数小于帕氏价格指数,销量多的药品价格高。后续应在基层医疗卫生机构补偿、医疗服务价格调整、强化行业监管等方面积极推进综合改革。Using the data of drug price survey in Shandong, Zhejiang, Anhui, and Ningxia from 2010 to 2011. Then based on the drug price rate changes and drug price index, analyze changes of drug price after implementing of the essential drug system in primary health care institutions. The results show that, 88.71% of drug prices in this survey are decline, and the overall price cut to 34.38%. And essential drugs Laspeyres price index is less than the Paasche price index, and high sales of drugs have higher drug prices. So the comprehensive reform should be improved on compensation of primary health care institutions, health service price adjustment and strengthen the industry regulatory
