摘 要:在运用离差最大化法对多层指标体系底层指标赋权时,没有考虑底层指标对于上层指标的隶属关系,使其在进行多方案多指标效能评估时会造成算法的兼容度差,不利于决策者选择出正确的赋权方法。为此,引进层次分析法中对于上层指标的赋权方法,通过对同一隶属关系下的各个底层指标分别利用离差最大化法赋权,再根据底层指标对于上层指标的隶属关系进行加权求和。最后,以某航空军事信息网络中基本通信能力的效能评估为例,对其底层指标进行赋权。结果表明,改进的离差最大化弥补了离差最大化法赋权时的兼容度较差和可靠性低的缺陷,赋权更加合理有效。When using the maximizing deviation method to assign weight, the affiliation of the bottom indexes to the upper indexes is not taken into consideration, which may result in poor compatibility degree in effectiveness evaluation of multi-program with multi-indicator. Thus it is difficult for the decision-makers to select correct weight assignment method. Therefore, we introduced the weight assigmnent ideas of upper indexes from Analytic Hierarchy Process. Firstly, the maximizing deviations were used to assign weight for each bottom index of the same affiliation. Secondly, according to the affiliation between the bottom indexes and the upper indexes, the weighted sum method was used to assign the weight. At last, taking the effectiveness evaluation of basic communication capabilities in military information networks as an example, we assigned the weights of bottom indexes. The results show that the improved maximizing deviation method makes up the shortcomings of poor compatibility degree and low reliability, the weight assignment is more reasonable and effective.
