摘　　要：为了解释当前地方政府违法占用耕地的原因,以及应该如何减少这种行为以确保我国粮食安全,构建了地方政府是否违法占用耕地行为的单人博弈模型进行分析,得出的结论是:地方政府从违法占用耕地中获得的收益远远大于违法行为的成本及所受到的处罚,"违法"是地方政府为了实现自身利益最大化的最优选择,这也是其违法占用耕地的主要原因。要想减少地方政府违法占用耕地行为,应该减少地方政府违法占用耕地的收益及增加其违法占用耕地的成本。In order to explain that why the local government illegally occupy the plough,as well as how to reduce the phenomenon and then ensure food safety,the phenomenon was analyzed by constructing the single game model of local government.It was concluded that the illegal income is greater than the cost and the punishment,so the illegal strategy is the best chose for the local government.Only decreasing illegal income and increasing illegal cost,can the phenomenon be reduced.
