摘　　要：在中原经济区建设背景下,农村宅基地闲置的问题与日俱增,宅基地使用权流转问题成为社会各界普遍关注的问题。该研究提出建立完善的农村宅基地流转市场、登记制度、自由流转、高效利用、完善农村社会保障体制、市场化流转与社会化配置相结合的"六位一体"制度创新目标模式构想,为中原经济区建设过程中推进农村宅基地集约化进程和政府制定实施相关政策提供理论支撑与参考依据。In the context of the Central Plains Economic Region（CPER）,the problem of rural homestead idle has become more serious,and the use rights transfer system for rural homestead has become the issue of universal concern of the community.The innovative ＂six in one＂ system was established.It is a perfect vision combining the transference market,registration system,free flow,efficient utilization,perfecting of the rural social security system,market circulation and the social configuration.It can provide theoretical support and reference for promoting the course of rural homestead intensive use for the government in the course of construction process for CPER.
