摘  要:城市低碳产业的发展需根据城市发展定位,契合城市产业特征,利用技术创新和制度创新来形塑符合城市未来经济发展的循环低碳经济之路。城市低碳产业的发展思路应以城市可持续发展、循环发展的理念为指导,以前瞻性的低碳产业发展规划为引领,力促城市制造业和服务业的转型升级,基于城市资源禀赋发展新兴产业和优势产业,形成城市低碳产业的联动效应。无锡作为低碳经济发展的典型城市,可以根据城市产业特点,通过完善低碳产业战略规划、构建低碳工业体系、培育低碳新兴产业、扩大低碳优势产业来构建和深化城市低碳产业体系;通过提供低碳技术创新保障、低碳金融制度保障、低碳合作制度保障和培养及引进低碳人才等途径优化城市低碳产业环境,促进城市低碳经济发展。The development of municipal low-carbon industry calls for designing a cycling economy model which is suitable for fu- ture economic development of the city of low-carbon with technological and institutional innovations according to municipal orientation and industrial features. The development path of municipal low-carbon industry should be guided by the concept of conservation and re- cycling development, leaded by pioneering low-carbon industry strategy. And it should be able to improve the upgrade of municipal manufacturing and serving industries to form a connected effect among the municipal low-carbon industries. Wuxi, a typical city of low- carbon economy, can build and optimize its own low-carbon industrial structure in order to promote its low-carbon economic develop- ment by bettering low-carbon industrial strategic plans, setting up industry system, fostering new industries, expanding competitive industries. Wuxi can also offer low-carbon technological support, financial support, cooperation support and call for related talents to optimize and improve municipal low-carbon environment and economic development.
