摘　　要：在国际油价不断飙升背景下,对近年来各国能源政策的梳理与比较,强调在能源瓶颈制约下各国短期与长期能源政策调整。通过比较产油国与石油消费国能源应对政策,以及阐述各国在加强能源合作、提高能源效率、开发新能源与环境保护等方面的政策,为中国经济发展转型中面临的能源困局提供借鉴。In the context of international oil prices soaring, this article combs and compares the national energy policy in recent years, emphasizing the short-term and long-term policies adjustments under energy bottleneck. By comparing the oil-producing and oil-consuming countries＇ energy policies, describing the policies in strengthening energy cooperation, increasing energy efficiency, development of new energy and environmental protection policy, this article tries to resolve the energy dilemma in Chinese economic transformation.
