摘 要:"政策领导权"指贯穿于政策预备、政策制定、政策执行及政策调整过程中的政策权威、政策民主与政策绩效力量。与"政策领导力"不同,"政策领导权"主要从政策的体系、过程与绩效相统一的高度揭示其权利、权威与权力三位一体的公共权力品格及公共性(普遍性)与直接现实性相统一的公共实践品格。文章以住房政策为例,从政策话语权、政策调控权与政策协同权三个层面分析了政策内外间领导权之争。主张提升政策权威层次、改进政策权力配置、完善政策制度建设、注重政策非制度化策略及加强政策储备研究。“Power of policy leadership” refers to authority of policy, democracy in policy and performances of policy throughout the processes of policy preparations, policy making, policy implementing and policy adjustment. 'Power of policy leadership' is different from 'policy leadership' in that it demonstrates, from the height of the unification of policy system, policy processes and policy performances, both the character of its public power as a unity of rights, authority, and power, and the character of its public practices as a unification of commonality (universality) and relevancy to practice. With housing policy as a case study, the author analyses the struggle over leading power both within and without the policies from three aspects, namely, the discourse power, regulatory power and cooperative power of policy, and argues for a lifting of the level of policy authority, improving the configuration of the power of policy, perfecting the construction of policy institutions, focusing on non--institutionalization strategy of policy and strengthening the study of policy reserve.
