摘 要:十八大要求加快形成党委领导、政府负责、社会协同、公众参与、法治保障的社会管理体制。在其中,公众参与是基础,社会协同是依托,法治保障是根本。确立社会协同治理模式,基础和前提是培育社会力量不断成长成熟,关键和核心是建立健全社会协同治理机制,根本保障是协同治理机制的制度化与法治化。当各类社会主体日渐成熟后,就可能推动政府转移更多职能,更多发挥社会的治理主体作用,由此形成政府与社会间协同关系的良性循环,巩固甚至超越社会协同治理模式。It is suggested by 18th National Congress of the Communist Party of China that a socialist social administration system with Chinese characteristics under the leadership of the Party, with responsibility assigned to the government, the assistance of society, the participation of the general public and the guarantee by law should be formed as soon as possible. Further, the participation of the general public is the foundation, the assistance of society is to rely on, and the guarantee by law is the basic solution. To realize a collaborative state--society relationship structure, the basis and premise is to cultivate social power and make it maturer and stronger, the key and core is to establish and perfect mechanism of governance by social collaboration, the fundamental guarantee is to institutionalize such mechanisms and get them into law. Meanwhile, the gradual maturation of many types of social actors will probably lead to transformations in government function and practices to the point where society plays a central role in its own governance. Should such changes truly take root, it will result in the formation of a virtuous cycle of collaboration between government and society, thus consolidating and even beyond the collaborative state--society relationship structure.
