摘　　要：政府部门可以通过直接采购包含所需技术的产品或进行研发采购的方式向社会提供非排他性的公共产品。以买方决定的在线逆向拍卖理论和寻租竞争理论为基础,构建了相应的离散选择模型,分析了预期的市场规模、投标企业技术特征以及获得研发采购合同投标商的研发成本等因素对政府部门技术获取策略的影响,得到了政府部门进行研发采购的条件以及进行研发采购时最优的技术采购规则。Government departments generally purchases available technologies directly or undertake precommercial procurement to provide non-excludable public goods. Based on the buyer determined online reverse auction theory and rent-seeking contests models, we construct a discrete choice model and demonstrate future market size, technical characteristics and R＆D cost of the bidding companies to fully obtain pre-commercial procurement as the major factors that influence the technology acquisition policies. We present the necessary condition for pre-commercial procurement and the optimal procurement rules of state-of-the-art technology for public sectors.
