摘　　要：在技术标准大量引用技术专利的背景下,标准创立者需向标准化组织披露相关专利信息,专利声明行为在标准创立和演进过程中发挥着重要作用。选择国际电信联盟标准为研究样本,以专利价值为测度指标,研究技术标准演进中创立者的专利声明行为。大样本回归分析表明,在标准创立后的专利声明中,创立者的专利价值低于跟随者的专利价值,即在技术标准的后续演进过程,创立者存在策略性的专利声明行为,倾向于将低价值专利纳入技术标准。The founders of technical standards need to disclose patents to the standards organizations under the background of technical standards citing patents. Patent declarations play important roles in the establishment and evolution of technical standards. Taking ITU standards as research samples, the patent declaration behavior of founders during the evolution of technical standards is studied using the patent value index. The large sample regression shows that the patent value of founders is lower than that of followers after the technical standards were established, showing that there are strategic declarations of founders during the evolution of technical standards. The founders tend to put the low value patents into the technical standards.
