摘　　要：在当前资本、产业、技术向中西部转移的黄金机遇期,河南应立足独特省情,发挥后发优势,更加积极主动地实施开放带动主战略,依托开放招商着力培育发展龙头产业,加强配套设施建设促进产业集群发展,大力破解生产要素保障难题,逐步加快"走出去"步伐,发挥政府主导作用,加快打造内陆开放高地步伐。In the current capital, industry, technology transfer to the Midwest golden opportunity, Henan Province should be based on the unique situation, produce late advantage, more actively carry out the strategy of opening drive development, focus on cul- tivating the development of leading industry rely on open investment, strengthen infrastructure construction to promote industry cluster development, vigorously crack factors of production problem, accelerate stage by stage the pace of ＂ going out＂, playing the leading role of government, accelerate building pace of inland open upland.
