西部少数民族地区村卫生室卫生服务能力现状研究

摘　　要：目的通过对西部三省民族地区村卫生室卫生服务现状的了解与分析,为改善西部少数民族地区村卫生室卫生服务能力提供政策依据。方法采用问卷调查和深入访谈相结合的方式,收集西部三少数民族地区107所村卫生室卫生服务的相关情况。结果西部少数民族地区村卫生室基础设施落后,用房普遍不规范,大多村卫生室办在村医家中或自己租的房子里;调查的村医中,66%的为中专或高中学历,33%的为初中及小学学历,其中一些甚至不识字;三地村卫生室资产和收入水平总体不高且相差悬殊,大多数村医仍需靠务农补贴生活。结论提高政府财政投入水平,加强西部少数民族地区村卫生室基础设施建设,加大对村医的培训力度,另外可探讨将村卫生室与乡镇卫生院合并,使村卫生室成为乡镇卫生院的分支机构,将村医纳入编制内管理,以保障农村居民公平的享有基本医疗与基本公共卫生服务。OBJECTIVE To understand and analyse the present conditions of health service provided by village clinics in three minority areas of West China, to provide foundations of health policies for improving health service ability in minority areas of West China. METHODS Data were collected from 107 village clinics in three minority areas of West China by questionnaire and deeps interview. RESULTS The infrastructure building of village clinics in minority areas of West China was behindhand. Many of clinics had less than three rooms, and many village health workers worked in their homes or the house they rented. 66% of medical personnel had senior high school diploma / secondary technical school education. 33% of village health workers only had middle school education and more low degree, even some of them were illiteracy. The level of revenues and assets were low. And there were big disparities of revenues and assets in three minority areas of West China. And most of village health workers needed to do farm work to subsidize life. CONCLUSION To improve village clinics health service capability and protect rural dwellers, it will have access to medical and basic public health service fairly in minority areas of West China, some countermeasures could be taken such as increasing financial input and strengthen the construction of infrastructure and the training of village health workers. Meanwhile, we can approach that let township hospital merged with village clinics, make village clinics become a branch of township hospital.
