摘  要:随着高校从象牙塔走向服务站,行政管理系统逐渐成为高校的强势系统,在助推高校发展的同时也导致了管理失灵,造成高校行政化困境。校正管理失灵,走出行政化困境,需要构建高校服务行政模式,主要是基于群英荟萃地的人本、人情的价值取向,基于行政管理派生性的亲民、责任的服务意识,基于权力二重性的学术、行政的运行机制,基于学术组织特性的协商、参与的决策模式,基于目标模糊性和成果特殊性的质性、人本的管理方式。With the higher educational institutions moving down from "ivory towers"to service stations,administrative system is gradually becoming a mighty system,which has lead to the ineffective administration and the educational administrationalization in the process of promoting the development of universities.In order to deal with these problems,service administration model should be set up and based on the following aspects:the scholars’,from many different disciplines,value orientation,the sense of service and responsibility in derivative administration,the operational mechanism of dual power in acadamic and administration,the consulting and participating decision-making model with academic organization characteristic,furthermore the human administration methods with the fuzzy goal and particular result.
