论草原生态建设资金管理现状、存在问题及对策

摘　　要：在草原生态建设实践中,草原生态建设资金无论从筹资、投入、运营管理到使用效益评价上都存在着不少问题,致使一部分草原生态建设资金没有得到合理利用,阻碍了草原生态建设的进一步发展。为此,介绍了我国草原生态建设资金管理现状,指出草原生态建设资金管理存在的问题,并在此基础上提出了草原生态建设资金管理对策:科学的管理理念;多渠道的融资结构;严密的运营管理系统;完整的评价指标体系。In rangeland ecological construction practice, there are a lot of problems in the rangeland ecological construction funds both from the fund-raising, investment, operation and management to the evaluation of use benefit, resulting in unreasonable use of part of the rangeland ecological construction funds, also hindering the further development of the rangeland ecological construction. Therefore, the present situation of managing rangeland ecological construction funds was introduced, and the problems in ecological construction funds management in china were pointed out. On this basis the management countermeasures of ecological construction funds were put forward： scientific management idea, multi-channel finance structure; strict operating management system, integrated evaluating indicator system.
