摘　　要：构建覆盖全社会的公共文化服务体系是建设和谐社会的主要途径之一。公共图书馆作为应当的公共文化服务机构,与其他公共文化服务机构之间存在着同类合作、竞争合作和协调合作的关系。公共图书馆在合作中应注意遵循独立性、公益性、主动性及追求共赢的原则。表1。参考文献16。It＇s one of the main ways to construct public cuhural service system covering the whole society in building a harmonious society. There exists cooperation with same kinds, competition and cooperation, and co- ordination and cooperation between public libraries and other cultural institutions. The public library should ad- here to the principles of independence, public welfare, the pursuit of win-win situation, and initiative in coop- eration with other social institutions.
