摘 要:全面系统地研究了我国林业世行贷款项目创建的科技支撑体系与运行机制;阐明了世行项目形成的有计划、有投资、有组织的科技支撑体系;分析了世行项目将科技支撑与工程建设同步设计、同步实施、同步监测与评价的运行机制;揭示了世行项目把科技支撑贯穿项目实施全过程,以保证工程建设高质量和高效益的成功经验,为提高我国林业工程建设的科技含量和综合效益提供参考和借鉴。In this paper, an overall and systematic study was made on the Technical Assistance (TA) system estab- lished under the World Bank Loan Forestry Projects in China as well as its running mechanisms. The basic ele- ments of the TA system, i.e. well planning, enough budget and capable organisms, were indicated, and its effective running mechanisms, i.e. designing, implementing and monitoring & evaluating the TA system simultaneously with project construction components, were analyzed. The successful experiences, i.e. carrying out TA through- out whole process of project implementation to ensure the high quality and high eflficiency of project engineering, were described. It is expected that the problem of divorce of scientific research and technological extension from the production practices in forestry sector in China may be solved by adopting the TA system and its running mechanisms of the World Bank Loan Forestry Projects, so that the scientific and technological contribution and the comprehensive efficiency of forestry construction projects could be significantly increased in the future.
