摘　　要：1963年底至1964年初,中法两国代表在瑞士伯尔尼进行了建交谈判,谈判主要是商谈两国建交的具体形式、建交公报的措辞、发表公报的时间、确认谈判结果等内容,其中建交公报的措辞是谈判的重点。围绕是否要在公报中加入中华人民共和国政府作为代表中国人民的唯一合法政府一句,中法双方进行了激烈争论。中方拟定了互换照会、发表联合公报、分别发表公报、发表公报加中方解释四种方案,最终与法方就最后一种方案达成一致。中方虽然在建交方案、公报措辞等方面对法方做出让步,但反对"两个中国"的坚定立场并未动摇。中法建交虽无"先决条件",但这并不说明法国不承担任何义务,法国所要承担的正是富尔同周恩来所达成的"三项默契"。The representatives from China and France carried out negotiations for establishing diplomatic relations from the end of 1963 to the early of 1964 in Bern, Switzerland. The negotiation was mainly about specific forms of two countries’ establishment of diplomatic relations, the wording of the Communiqué on the establishment of diplomatic relations, time of publishing Communiqué, confirmation of the results of the negotiations and so on, in which the wording of the Joint Communiqué was the focus of the negotiation. Around if putting the sentence of the Government of the People’s Republic of China is the sole legitimate government on behalf of the Chinese people in the Communiqué, China and France had fierce debates. China drew up 4 programmes of exchange notes, issuing a joint communiqué, respectively issuing a communiqué and issuing a communique with China’s explanation and ultimately got the agreement with the French side. Though China made some concession in the establishment of diplomatic relations plan, the wording of the communiqué and so on, the firm standpoint of opposing to 'two Chinas' had never been shaken. Though the establishment of Sino-French diplomatic relations had no 'preconditions', but that did not mean France didn’t assume any obligations. What French must bear was the 'Three Tacit Agreement' reached by Edgar Faure and Zhou Enlai.
