摘　　要：随着国家"2011计划"的逐步实施,对高校的人才培养、学科建设以及科研能力提出了全新的要求。高校科研管理作为计划实施的重要环节,必须积极探索其在"人才、学科、科研三位一体"关系中的定位,并在思维观念上、机制体制上进行有效创新以推进"2011计划"的顺利实施。With the practice of the national ＂2011 project＂, new requirements to talent cultivation, discipline construction and research ability in universities are raised. Scientific research management in Colleges and universities is the key to im- plement the important link to explore actively in the relation of ＂talent, discipline and research. ＂, so as to promote effec- tively the ＂2011 project＂ in the thought , mechanism and system innovation.
