摘　　要：在全球化背景下,价值链治理问题已成为影响集群升级的关键因素,然而,技术标准却成为发达国家领导厂商控制价值链和压制竞争对手的权杖。从内、外两个层面着手分析技术导向的全球价值链治理下后发国家集群升级阻滞的成因,并从要素禀赋积累与知识产权保护两方面提出相应的对策建议。Under the background of globalization, the value chain governance has become the key to impact the cluster up- grade. However, the technical standard has become the scepter of leading firms of the developed countries to control the value chain and suppress competitors. This paper analyzes the reason of the cluster upgrade block in the late - developing countries in the technology - oriented global value chain governance from inner and outer levels, and puts forward the cor- responding suggestions from the factor endowment accumulation and intellectual property protection.
