江苏低碳经济现状及现代低碳产业体系的构建

摘　　要：发展低碳经济成为国际社会未来经济发展模式的共识,低碳经济的发展为产业结构调整和经济转型升级提供了良好的契机。立足于江苏低碳经济发展现状及江苏现代产业体系发展现状,分析江苏省产业结构变化及碳排放情况,从产业、政府和企业角度提出构建现代低碳产业体系的建议:快速发展新兴产业、改造传统产业;政府实行制度创新,进行政策引导,整合生产要素;企业重视技术革新,实行节能计划,合作集群发展,充分发挥政府职能作用和企业主体作用。The development of low-carbon economy has become the consensus of international community in respect of future economic development model.The development of low-carbon economy provides a good opportunity for the industrial structure adjustment and economic transformation and upgrading.Based on the development status of low-carbon economy and modern industrial system of Jiangsu,this paper analyzed the changes in industrial structure and carbon emissions of Jiangsu Province and made the suggestion that a modern low-carbon industrial system should be built from the perspective of industry,government and enterprises： promote the rapid development of emerging industries and transform traditional industries;the government must implement institutional innovation,provide policy guidance and integrate the production factors;enterprises must attach importance to technological innovation,implement energy-saving plans and promote co-cluster development.In a word,we must give full play to government functions and the subject function of enterprises.
