基于失效模式分析理论提高电费实收销账完成率的研究

摘　　要：电费实收销账是电费回收的重要环节之一。以上海市电力公司供电服务中心为例,深入分析了其电费实收销账现状,确定了委托付款为影响及时销账的主要因素,并采用失效模式分析法,探索了委托付款销账的可改进点及改进方向,进而提出了具体措施和实施计划,并进行了全面的应用总结。实践证明,改进措施有助于提高委托付款销账率。The Electricity paid-in write off is an important link of the tariff recovery. Taking the Tariff Management Department of Shanghai Municipal Electric Power Company as an example, this paper makes deep analysis on the present situation of its＇s electricity paid-in write off, determines that authorized payment is a main factor influencing the timely write off, and probes into some improvable points and improvement directions by using failure mode analysis, and further puts forward some specific measures and implementation plans, and makes comprehensive application summary. Practice has proved that the improvement measures are helofl to improve the write off rate of authorized payment.
