摘　　要：文章分析了澳大利亚卫生资源区域整合的经验,包括澳大利亚卫生机构的配置与整合、全科医生守门人制度的建立、分级医疗的实施、多种形式的整合方法、政府对卫生系统的调控等;同时分析了我国一些城市在卫生资源整合过程中各医疗机构间尚未形成良性运作机制的原因。结合我国国情和卫生系统现状,提出根据地域特征采取不同的卫生资源整合模式、坚持计划与市场相结合的原则、建立社区家庭医生团队守门人制度、建立区域卫生信息平台、完善和制定相关法律与配套措施、不同医疗文化理念的融合等建议,以进一步推动我国卫生资源的区域整合,使有限的医疗卫生资源得到充分地利用,实现医疗卫生资源的供给与群众对医疗卫生服务需求的相对平衡,达到区域卫生规划的目标。The article analyzed successful experience about health resource regional integration of Australia,including Australia health institutions＇ configuration and integration,building the system of general practitioners commissionaire,implementing hierarchical medical,various forms of integration method,the government regulation of health system,etc.At the same time,the causes that benign operation mechanism in health resource integration had not been formed in some cities in China were analyzed.In consideration of China＇s national conditions and the current conditions of health system,it came up with recommendations that the government should take different models of health resource regional integration by regional feature;adhere to combination of the plan and market principles,building the system of family doctor commissionaire in the community,establish regional health information network,improve and formulate relevant laws and supporting measures,integrate different medical cultural idea.To further promote the regional health resources integration,fully use the limited medical health resources,realize relative balance between supply of medical and health resources and demand of the masses to the medical health service,to achieve the goal of regional health planning.
