摘　　要：面对山西转型跨越发展的战略布局,提升产业升级,加快经济发展,全面实现小康社会已成为振兴"三晋"大地的重中之重。在这种历史条件下,干部队伍的能力素质、精神状态、工作作风,对实现转型跨越发展具有决定性的作用。In the strategic layout of transformation and leap-forward development, Shanxi faces 3 priority tasks： promoting industrial upgrading, accelerating economic development, and realizing comprehensive well-off society. In such historic context, competence of the cadres, as well as their mental attitude and work style, play a decisive role in realizing transformation and leapforward development.
