新疆巴里坤县乡村卫生服务一体化管理的定性研究

摘　　要：目的:了解新疆巴里坤乡村卫生服务一体化管理的现状及其问题。方法:根据访谈提纲的设定要求,选择17名访谈对象。采取开放式小组专题座谈与个人访谈,在知情同意下,进行现场录音和笔录的方法收集信息,通过回顾分析录音资料得出结果。结果:新疆巴里坤于2010年年底全面推行了乡村卫生服务一体化管理工作,并形成了"两制、八统一"的管理模式。但存在村医队伍不稳定、卫生技术人员不足、村级药品目录不合理等问题。结论:巴里坤乡村一体化管理有了一定的成效,对新疆及西部地区乡村卫生工作的推进有一定的借鉴意义,但一体化管理的开展有待深入。Objective To investigate the status quo of rural health integrated management in Barkol Kazakh Autonomous County of Xinjiang.Methods According to the setting of the interview outline requirements we selected 17 interview subjects.Open-ended symposium and person-to-person interviews were conducted with live recordings and transcripts under the informed consent of the subjects.Retrospective analysis of recording data was made.Results TVI management had been fully implemented in Barkol Kazakh Autonomous County of the Xinjiang Uygur Autonomous Region since 2010 and a ＂two mechanisms,eight integrations＂management mode had been set up,yet there still existed some problems including the instability of village doctors team,shortage of health and technical personnel,irrational village-level drug catalog.Conclusion The effectiveness of rural health integrated management in Barkol has been recognized,which has referential significance in Xinjiang and western China,yet the integrated management is still to be improved.
