摘 要:文章从国际视角对比分析了中国大陆2000-2010年间高校和科研机构的科研创新投入与产出能力状况。研究中发现,科研机构、中科院在研发资源方面优于高校,但高校的科技创新产出能力是科研机构的许多倍,但同国际同行比较,我国高校人均科技创新产出能力无论从质上和量上并不高。为了使中国高校科技创新能力有一个根本的提升,政府应该在加大对高校R&D经费的支持力度的前提下,改革现行的科研管理制度。Based on statistics data, this paper analyzes the R & D investment and science papers and invention patents of China' s colleges, universities and research institutions over the past decade. This paper believes that, China' s colleges and universities received a much lower of R & D funds than research institutions, but have acquired a higher innovation efficiency. Compared with the world, our colleges and universities are lower in both the quality and the quantity of their outcomes. The average R & D investment amount per person of CAS is much higher than that of our universities, and their scientific innovation capacity has basically finished the change from the quantity increase to the quality improvement of their scientific papers. For this reason, it is essential for our government to increase the support for universities in R & D investment to make an improvement of their scientific innovation capacity.
