摘　　要：通过对中国目前社会保障制度存在的主要问题进行剖析 ,说明了在经济体制结构调整时期 ,建立新的适应社会主义市场经济的社会保障制度的迫切性及重要性。认为建立有中国特色的、适应社会主义市场经济体制要求的社会保障体系 ,应实施社会最低生活保障 ,适当扩展社会保障覆盖面 ;完善社会保障管理体制 ;推动社会保障基金的统筹与运营 ;From the analysis of the principal problems of China′s current social security system, the article points out the urgency and significance of a new social security system adapted to the market economy in the period of the readjustment of the structure of the economic system. It holds that in order to establish a social security system for meeting the requirements of the system of the market economy with Chinese characteristics, it is necessary to implement the lowest life assurances, considerably extend the coverage of social security, perfect the management system of social security, spur on the united financing and operation of the social security funds and energetically develop the cause of social security.
