CAFTA框架下构建区域性金融监管合作机制的理论基础

摘　　要：主要从国家管辖权理论、合作的制度理论、国际机制理论和全球治理理论几个方面分析和探讨了CAFTA框架下区域性金融监管合作的动因以及监管合作机制的形成机理。国家管辖权理论从经济全球化的角度出发提出了并表监管的合作监管模式。合作的制度理论从制度的非均衡出发认为国际合作是制度非均衡导致的制度变迁的必然结果。国际机制理论从霸权合作、制度合作论和合作文化几个方面分析了无政府状态下国际合作的可能性。全球治理理论基于全球治理分析研究了国际合作的主体、动力与模式。这些理论尽管还不完善,还存在很多不足和缺陷,但对于我们研究CAFTA框架下如何构建区域性金融监管国际合作机制奠定了坚实的理论基础。Mainly in according to the national jurisdiction theory,system theory,international cooperation mecha nism theory and global governance theory,this paper analyzes the motivation of regional financial supervision coopera tion under the framework of CAFTA and the formation of the regulation cooperation mechanism.National jurisdiction theory puts forward the cooperation supervision mode of consolidated supervision from the perspective of economic glo balization.In according to the unbalanced system theory,it believes that international cooperation is the inevitable re sult of institutional change because of unbalanced system.From hegemony cooperation,institutional cooperation theo ry and cooperation culture,international mechanism theory analyzes the possibility of international cooperation in anar chy.Based on the analysis of global governance,the theory studies the main body,power and mode of international co operation.These theories are not perfect,there are still many deficiencies,but they have laid a solid theoretical foun dation for our research how to construct regional financial supervision mechanism of international cooperation under the framework of CAFTA.
