摘 要:从溢油遥感监测技术现状出发,扼要说明现有技术具备的监测能力,并指出中国在此方面的研究进展。依托于国家科技支撑项目以及多次溢油应急实验与实践,建立了多源遥感信息溢油应急协同战略,提出了雷达、光学图像数据溢油信息提取流程以及判别准则。该成果成功应用于大连新港7.16溢油事故中,提取的溢油事故爆发区域及周边海域溢油污染分布面积、污染等级分区等应急动态监测信息,为决策部门提供了准确的数据支持和决策依据,在溢油清污中起到了关键的作用。Supported by National Key Technologies R&D Program (Project number: 2006BACllB01), researches on the characteristics and applications of sensors for oil spill monitoring in China are conducted through experiments and practice of oil spill emergencies. A synergistic strategy for spill response with multi-source remote sensing infor- mation is constructed. A quick information extraction technology and its work flow are developed. The key informa- tion discriminate criteria in the data processing and information extraction is proposed. The remote sensing monito- ring results have been applied successfully in Dalian New Port oil spill accident. The multi--source remote sensing technology timely provided oil spill information including location, area and distribution in adverse conditions, such as bad weather and dark night, and gave decision--makers critical guidance in the oil spill emergency. It played an important role particularly in the beginning of accident.
