摘　　要：卫生统计基础数据的正确性关系到最终统计指标的正确性。我国目前卫生统计的基础数据指各级、各类网上机构直接上报的个案数据和汇总数据,包括卫生服务记录、监测系统阳性结果、抽样调查问卷和汇总后报告数据。根据国家卫生统计调查制度89套调查表和数据填报项目,基础数据可分为数据集、条目集和数据条目。每一张报表、每一组数据条目、每一条数据、每一个术语的正确描述,除了采用数据元属性外,还包括对象类属性、特性类属性、分类代码属性、值域属性、数据元概念属性、术语属性。本文依据国内外数据描述标准,介绍了对象类、特性类、分类代码、值域、数据元概念和术语描述的基本属性,为系统开发人员、统计填报人员和数据利用人员正确理解、使用和开发卫生统计数据奠定基础。The accuracy of the final statistical indicators depends on the accuracy of the basic data in health statistics. The basic data in health statistics mainly refers to the case data and pooled data reported by institutions at various levels or by only reporting systems. They include health service records, surveillance system positive results, questionnaire-base survey results, and pooled reports. According to the 89 questionnaire sets and data reporting items in the National Health Statistics System, the basic data can be divided into data set, cluster, and data item. The correct description of each report, data item, data or tem should also include object, property, classification, value domain, data element concepts, data element, and glossary, so as to facilitate the reporting process and enable the comprehension, utilization, and development o health statistical data.
