新疆各地人力资源综合发展水平比较研究

摘　　要：文章通过对新疆15个地州市2008—2010年的相关数据进行因子分析,利用SPSS18.0软件分析了新疆三年的人力资源综合发展水平,结论是:新疆各地区间的人力资源发展水平是有差异的,经济越是发达的地州市,总得分越高。要提高人力资源的综合水平与优化配置,应主要从三方面入手:加大教育投入,提高人的整体素质;提高健康水平,降低死亡率;提高第三产业占总产值的比重,转变产业结构。This paper,on the factor analysis of the relevant data of 15 prefectures and cities in Xinjiang from 2008 to 2010,has analyzed the status quo of the human resources development.The results tell that there are differences in these areas： the more economically developed,the higher score one has.To improve the HR development and optimalize allocation,the government must invest more in education,upgrade the population quality,improve healthcare to reduce mortality,and transform the industrial structure by increasing the weight the third industry has in the whole economy.
