摘　　要：哈尔滨冰雪旅游产业经过多年的发展已经形成了冰雪旅游产业集群的雏形。哈尔滨冰雪旅游产业集群的形成对东北老工业基地的振兴、与其他相关产业联动机制的形成以及对我国其他区域冰雪旅游产业的发展都具有积极的影响。阐述了冰雪旅游产业集群的内涵与战略意义,并在此基础上从产业龙头、产业链、支撑服务体系等方面对哈尔滨冰雪旅游产业集群的构建对策进行了深入探讨。哈尔滨冰雪旅游产业集群的构建是一个复杂的系统工程,构建健康并极富活力的哈尔滨冰雪旅游产业集群框架,为哈尔滨冰雪旅游产业的可持续发展提供有益的参考。After years of development,Harbin ice-snow tourism has been in an early form of industrial cluster.The industrial cluster will have positive influence on revitalizing the northeast old industrial base,forming the linkage mechanism with related industries,developing the ice-snow tourism of Chinese other regions.Based on the elaboration of the connotation and strategic significance of ice-snow tourism industrial cluster,the paper deep discusses the measures of constructing the industrial cluster of Harbin ice-snow tourism from industry leading,industry chain to supported service system.As a useful reference for the sustainable development of Harbin ice-snow industry,it indicates it will be a complicated system engineering of constructing the healthy and active industrial cluster of Harbin ice-snow tourism.
