摘　　要：人才集聚产生的正向效应能够使集聚区域或集聚产业获得先行发展的优势,在上海建设国际航运中心的过程中,航运人才集聚水平关系到航运中心建设的速度和质量。文章基于对航运人才"引进——开发——留用"过程的深入分析,提出一套评判航运人才集聚竞争力水平的三级指标体系,运用层次分析法与模糊综合评价法,构建了航运人才集聚竞争力水平评价模型,并对上海的航运人才集聚竞争力做出评判,提出具体的政策建议。The positive effect of talent cluster can provide the gathering regions or industries of advanced development.The lev el of talent cluster relates to the speed and quality of the shipping center in the process of Shanghai international shipping center construction.Based on analyzing the process of＂introducing-fostering-retaining＂,the study proposes an evaluation index sys tem to estimate shipping talent cluster competitiveness.And it constructs an evaluation model on shipping talent cluster competi tiveness with the combination of AHP and fuzzy comprehensive evaluation method.Then,this paper estimates the shipping tal ent cluster competitiveness in Shanghai.Finally,it propose some specific policy recommendations.
