摘 要:2009年安徽省56个县级政府数据显示,人口、财政和面积三大因素与行政编制总量之间均存在线性正相关关系,县级政府行政编制总量随着人口、财政支出和地域面积的扩大而增加,面积对行政编制总量影响最大、财政次之、人口影响最小。仅就某县级政府来说,地域面积一般情况下是不变的,户籍人口的变化幅度也很小,影响政府行政编制总量的主要因素是该地财政支出发生变化。在核定各县级地方政府编制总量的过程中要充分考虑各方面因素,特别是应充分考虑各地的人口流动情况,根据各地的常住人口而不是户籍人口来核定行政编制数量。Based on the data of 56county-level administrative units in 2009 in Anhui,the paper investigates the factors such as population,government expenditure,geography which affect the staffing size of government.The results show that there are posi tive linear correlations between the population,government expenditure,geography and the staffing size of government.Geogra phy is the greatest factor,government expenditure is the second one and population is the third one.As for the county govern ment,general speaking,geography is unchangeable,and population does not change all the time.Therefore,the main factor of the staffing size of government is government expenditure.Thus,in optimizing the staffing size of county government,these fac tors should be considered to establish reasonable government size.Especially,it should take full account of population move ments.And the standard of checking staffing size should be resident population,not household population.
