摘　　要：阐述了我国科技体制改革的背景情况,242所科研机构管理体制改革的做法和经验,134所科研院所转制方案制定的过程和具体要求,若干政策的具体操作等科技体制改革和科研院所转制的几个重点问题。The background of the scientific and technological system reform in China is explained. The practices and experiences for the management system reform of the 242 scientific research institutions as well as the process and concrete requirements in the formulation of system transformation schemes of the 134 scientific research institutes are elaborated. Some issues of emphasis including policies for concrete implementation in the scientific and technological system reform and the system transformation of the scientific research institutes are also dealt with.
