摘　　要：合同管理是整个工程项目管理体系的核心,在当前国际化的市场经济环境下,跨国、跨地区的工程承包企业在总体经营管理和具体项目管理中都应当紧紧围绕合同管理为核心,建立并不断完善一套科学的合同管理体系,从而能够从更高的层面控制合同风险,提高企业的核心能力。根据科威特中央银行项目的合约管理工作经验,对整个项目合同管理体系的构架及各参与方职能、主合同的构成、合同的监督与执行程序进行了阐述,对承包商内部合约管理体系的构建及类似国际工程合约管理的实施给出了建议。Contract management is the core of project management system.Under the current environment of internationalized market economy,multi-national as well as multi-regional construction companies should establish and upgrade an scientific contract management system with the contract management as the core of its general business development and project management,thus,enable the contract risks to be controlled from higher levels and enhance the company＇s core competitiveness.Based on the contract management experience in Central Bank of Kuwait（CBK） project,the paper explains the overall framework of the contract management system,functions of parties,main contract components,contract supervision and execution procedures and provides advice for the establishment of contractor＇s internal contract management system and contract management execution for similar projects.
