摘　　要：文章阐述了弱势群体的构成及其基本特征,详细介绍了青岛市图书馆针对弱势群体开展的服务实践,并从图书馆员的素质和服务水平、服务设施建设以及文献资源建设等方面,提出进一步改进弱势群体服务的措施。This article expounds the formation and basic characteristics of vulnerable groups, makes a de- tailed and Complete introduction of the service practice carried out by the Qingdao City Library to the vulnerable groups, and further proposes some effective measures to raise the service level from the four aspects ： the cultivation of the librarians＇ quality, enhancement of service level, the construction of service facilities, and the collection of literature resources.
