摘　　要：调整完善符合实际、顺应国家发展战略的规划,以大项目作为产业发展的抓手,创新开发模式,是天津滨海新区近年来快速发展的主要经验。同时滨海新区也面临着赶超与跨越的双重挑战、体制机制不顺和城市基本公共服务滞后问题,大力发展民营经济、理顺管理体制机制是新区未来可持续发展的保证。Inter and outer Enviroment Change of China make it＇ s eoncomic transition necessary and urgent, national relative strategy also do some targeted adjusment. Priority planning, Adaption to evolution of national development strategy; Investment pulling, emphasis to big project;Enforcemnt strengthening ,Innovation of development mode are the successful experience of Rapid Progress of BinHai new area in recently years. But at the same time, dual challenge of Pursuit and leap, inadaptationof system and machanium,Lag of uaban basic pulic service has to be deal with in ther future.
