摘　　要：喀什在我国对中亚、南亚、西亚开放格局中具有重要的地位。本文基于制度经济学视角,以健全开放体系、打造开放平台、推进产业结构转型升级为重点,论述了喀什开放与产业结构转型的演变状况,概括了喀什开放和转型的目标和任务,就提升知名度、制定差异化产业政策、扶持重点企业发展、完善金融市场、创新人才机制五个方面提出了政策建议。In the context of a new round of ＂Go West＂ campaign, China will implement more proactive opening-up strategies and Kashgar plays an irreplaceable role in China＇ s opening-up pattern with central Asia, Southern Asia and Eastern Asia. From the perspective of institutional economics, this essay systemalically analyzes the development of the opening-up and industrial restructuring of Kashgar and focuses on issues of building a robust opening-up system, creating opening-up platform and promoting the transformation and upgrading of industrial structure. In the meantime, it puts forward a holistic opening-up strategy for Kashgar and provides policy recommendations for a new round of opening-up in Kashgar.
