城乡一体化公共图书馆服务体系构建中的社会参与研究——基于嘉兴市的分析

摘　　要：以国内公共图书馆总分馆制"嘉兴模式"的创建地——嘉兴市为例,介绍了其坚持"政府主导"前提下,通过"企业出资,民办国助"、"政府投入,国办民助"、"村企联动,冠名资助"、"城乡结对,以城带乡"等方式吸引社会力量参助图书馆事业的一些做法,指出了存在的不足,提出通过政策引导、营造慈善捐赠氛围、畅通捐赠渠道、规范运作管理、建立事业基金会等完善社会参助的对策建议。This paper introduces some methods of the adhere to the ＂government leading＂ premise, through the ＂enterprise investment, run by the countries to help＂ , ＂the government investment, countries do people~ help＂ , ＂village enterprises linkage, named aid＂, ＂urban and rural sets, with cities paired off with township＂ means to attract social participation library practice with an example from Jiaxing city that building ＂ Jiaxing model＂ of domestic public library general - branch system , points out the existing shortage and proposes some countermeasures to perfect social participation as through the policy guidance, building the charity atmosphere, clearing channel donation, standardizing operation and management, building business foundation , etc.
