国内外高校图书馆电子资源版权政策比较分析

摘　　要：通过对国内外高校图书馆电子资源版权政策进行调研并比较分析,发现国内图书馆电子资源版权政策不足之处即版权政策内容不够完善、制定主体缺乏权威性、对读者的约束力不强等,提出应从版权政策制定的依据、目标、主体和内容要素等方面来完善图书馆电子资源版权政策的制定,以期加强读者违规使用电子资源的管理力度。This paper makes comparison study on electronic resources copyright policies in university libraries at home and abroad. The result shows that the policy at home exists many shortages. For instance, the content is not so perfect as abroad , the subject of policy - making lacks of authority, or the controllable ability over the readers is not so strong, either. The paper puts forwards several countermeasures to improve the policy from the making basis, object, subject and contents, and expect to enhance the management of misuse the electronic resources.
