摘　　要：本文首先由公共文化服务体系的内涵入手,通过分析图书馆的本质属性与非本质属性,明确了公共图书馆在公共文化服务体系中的地位;然后从图书馆的基本职能和社会职能两个层面,阐述了在公共文化服务体系中公共图书馆所发挥的作用。Based on the introduction the connotation of the system of public cultural services, this text detailed analysis library essential attributes and nonessential attributes, pointed out the position of public library in the system of public cultural services. And it expounds the function of public library in the system of public cultural services from two aspects of the basic functions and the social functions of library.
