摘　　要：本文对图书馆文献招标采购中的自由裁量权作了定义,分析了自由裁量权存在的必要性,列出了在文献招标采购过程中图书馆需要的自由裁量权,提出如何正确把握这种权利。This article first defines the discretion of the library literature bidding, then analyses the necessity of the existence of discretion listed in the discretion of library needs in the bidding process in library literature, finally expands how to properly grasp this right.
