摘 要:工资正常的增长机制既是安徽收入分配制度改革的重要部分,也是社会公平正义的体现。它不仅是经济问题,更是社会问题。改革开放30多年来,安徽城乡居民收入增长可谓"突飞猛进",但与周边发达地区比,仍有很大差距,安徽的最低工资标准仍偏低。分析工资正常增长面临的体制机制等诸多制约因素,突出"体制内"与"体制外"差别,主张工资正常增长并与CPI联动。在保障低收入群体"饭碗"的前提下,再分配应确保"提低"和社保全覆盖,逐步实现"两个同步",健全安徽城乡居民工资正常增长的制度保障。Normal wage growth mechanism , an important part of Anhui income distribution system reform , is also a manifestation of society fairness and justice. It is not only an economic issue , but also a social concern. For 34 years of reform and opening up , Anhui urban and rural residents ’ income growth can be described as "significant", but still lags behind compared with surrounding developed areas in that Anhui down-limit wage remains low. The analysis of various constraints facing institutional mechanisms for normal wage growth is to be carried out to highlight the differences "inside the system" and "outside the system", advocating regular wage increases in line with CPI. On the premise of basic living guarantee of low-income groups , in redistribution we should insist on "raising low level wage" and social security , gradually realize the "bi-synchronousness" so as to perfect the system security mechanism of the regular wage increase for Anhui urban and rural residents.
