基于城乡发展一体化的土地资源配置机制创新

摘　　要：科学的土地资源配置机制是实现城乡发展一体化的重要保障。针对目前城乡发展一体化中土地资源配置存在的主要困境,提出了土地资源配置机制创新对策:加大强农惠农力度,切实推进现代农业建设;改"外延扩张"为"内部挖潜",完善城镇化土地资源的配置机制;改革农村建设用地使用制度,提升节约集约利用水平;改革土地征用制度,优化人口城镇化环境,努力实现人口与土地城镇化的同步;创新土地整治机制,推进城乡一体化的土地综合整治。The land resource allocation mechanism is an important guarantee of integrating urban and ru- ral development. In this paper, according to the existing main problems in land resources allocation mecha- nism, some innovative measures were put forward： to increase the supporting agricultural policies and promote the construction of modern agriculture ; to perfect land resources allocation mechanism of urbanization from the ＂expansion＂ to ＂internal potential＂ ; to reform the rural construction land use system and enhance the level of economical and intensive utilization ; to reform the land expropriation system and optimize environment of pop- ulation urbanization, achieve the synchronization of population and land urbanization; and to innovate the land remediation mechanism and promote the comprehensive rectification of urban and rural land.
