美国公共部门信息再利用对信息资源管理的挑战与对策

摘　　要：全面调查了LexisNexis数据库中1967年至今涉及美国公共部门信息再利用的诉讼案例,总结出美国公共部门信息再利用对其信息资源管理提出的关键挑战,以及应对这些挑战的策略。根据对案例判决过程和结果的分析发现,美国鼓励信息再利用的策略,取得了利大于弊的效果,提供了有价值的经验教训;在信息时代,公共部门的管理日益向"基于信息资源的管理"发展,公共部门应强化"信息资源观"。n in the LexisNexis Database from 1967 -2009, key challenges brought by information reuse to public sectors＇ information resource management and services, and their coping strategies were concluded. By analyzing processes and outcomes of court decision for the cases, it shows that US＇s encouragement on reusing of public sector information as possible as they can acquires more advatages than disadvantages and provides valuable experience and lessons. In information age, public administration is developing to ＂administration based on information resource＂, requiring public sectors to emphasize ＂view of information resource＂
