减排约束下我国近海海域环境规制的演化博弈研究

摘　　要：基于演化博弈视角,以不同代际涉海类企业行动可调整性、政府监管以及系统参数动态变化为出发点,构建减排约束下我国近海海域环境规制的演化博弈模型,并对各利益主体之间的策略稳定性和演化过程进行推演和证明,在此基础上对有效海洋监管政策的关键要素进行梳理。同时采用2000～2010年我国海域倾废行政执法相关数据对理论模型进行验证。最后针对我国近海海域环境规制提出相关政策建议。The paper presents a new theoretical framework that accounts for the dynamic among different generation plays, system parameters and regulatory, and establishes the model of the offshore environment regulation. We prove the strategies stability between plays and the process derivational. The empirical dates is employed to estimated the model using administrative execution of offshore dumping from 2000 to 2011. In the conclusion, the paper concludes with some suggestions, and help for coastal environmental regulation.
