摘 要:应对全球变化和促进低碳发展已经成为21世纪世界各国发展的重要议题。低碳型发展的目标,一是促进社会发展,二是降低碳排放,因此关键科学问题是提高区域低碳竞争力。作为碳排放量日益增长同时又要提高13亿人社会福利的发展中大国,中国需要对区域低碳竞争力的理论进行深入研究。为此,文章从区域层面,辨析了区域低碳竞争力的基本内涵、关键问题、系统组成及数学表征。基于导向性原则、数据可获性原则、动态性原则等基本原则,构建区域低碳竞争力评价指标体系。针对区域系统的非线性结构,引入灰熵评价模型,为区域低碳发展提供了理论依据。Low-carbon development has become an important topic in the 21st century due to the increasing global climate change. The low-carbon development aims at reducing carbon emission during the economic development of society, which is the key point for the enhancement of regional low-carbon competitiveness. As a developing country with a population of 1.3 billion, China must improve the level of regional low-carbon competitiveness to realize the decoupling development of the social welfare with the increasing carbon emission. Hence, it is necessary to develop a model for theory of regional low-carbon competitiveness. In this paper, the concept, constitution and characteristics of regional low-carbon competitiveness are discussed. Meanwhile, the evaluation indicator system, which includes low-carbon environment competitiveness, low-carbon economy competitiveness and low-carbon society competitiveness, is developed based on the principle of orientation, data available and dynamicity. Finally, the method of Grey Relational Analysis and entropy theory is introduced to establish such an evaluation model.
