财政性高等教育经费投入状况研究

摘　　要：教育是民族振兴的基石,教育事业的发展对提高全民族的素质,对推进科技创新、文化繁荣,对经济发展、社会进步和民生改善具有不可替代的重要作用。党和政府始终高度重视教育事业的发展,教育投入稳步增长,办学条件显著改善,但距《国家中长期教育改革和发展规划纲要》中提出的财政性教育经费支出占国内生产总值的比例达到4%的发展目标差距较大。为了实现这一目标,我们应健全以政府投入为主、社会捐资为辅、高校适度自筹与受教育者合理负担的教育经费投入体制。Education is the base of national development. It improves the quality of all the people, promotes the scientific creation and cultural flourishing and plays an important role in economic development, social progress and improvement of people＇s livelihood. Our party and government show great concern to education, increase the fund input steadily and improve the school condition. But we still have a long way to go to meet the require- ments of national education reform and outline of developing program. In order to realize this goal, we should perfect educational fund input system raising the proportion of financial input on higher educatin.
