摘　　要：如何在有限的土地资源上实现城市化快速增长阶段城市理性增长,科学合理的土地利用规划是其基本前提。为此,土地利用规划应遵循集聚或控制、保护、绿色、人的规划等理念,完善土地供应机制,重构城市空间,平衡功能分区,完善土地用途管制,还需要从公民参与、用地监控、依法管地等方面进行调控。In the process of high - speed urbanization, the fundamental premise to how to use planning should adhere to realize city ration growth on some planning ideas, such scientific and rational land use planning is the limited land resources. For this purpose, land as collection or control, protection, green and concerning people. Land use planning should perfect field supplies mechanism, rebuild city space, balance the function area, and perfect land use control. Besides, land use planning need to be adjusted and con- trolled from citizen participation, superintendence and control of land use, management of land according to law.
